Tom is a older senpai to Shizuo in middle school and a Debt collector, he also hired Shizuo to be his bodyguard, using his name to scare people into paying their debts.
He meet Shizuo when he entered middle school, after he was beating some older guys who where picking of him and Tom interacted with him making proof he wasn't trying to pick of him. They befriended then and he is totally capable of making Shizuo return to calm when he loses his temper, mostly only calling him to return to work.
