In order to get there I based my theory in two premises.

The first one is that every Luffy bounty has a deep meaning tied to what happened in the arc.That's not too crazy, right?

And the other one is based on a concept that was introduced in CHAPTER 1044: Zoan fruits contain a will of their own, as the Gorosei commented.

At least up until now, unlike Paramecia and Logia Devil Fruits, Zoans are said to carry wills of their own even when unconsumed. And Luffy's fruit is in reality a Mythical Zoan.[CHAPTER 1044]

BEFORE WE START:

As we know, Oda uses bounties to express the threat a pirate poses to the World Goverment, but he too uses Luffy's bounty to mention at least one of the most important parts of the previous arc to the new bounty.So what I'm doing here is assuming that Luffy's last bounty is going to be $5,6B to predict what happens before that.

Sound weird, I know! But let's keep going...

About the bounty I picked...

I think most of us have considered it, but for those who haven't, think about it...Gol D. Roger, the man Luffy is ultimately trying to surpass had a bounty of $5,564,800,000.With 648 – Roger (6 = ro; 4 = ji; 8 = ya)And with a bounty of 5,600,000,000 > 5,564,800,000, greater than Roger's bounty; he'd be surpassing the Pirate King's bounty, surpassing Roger.And another reason for my choice of bounty, again, it's widely known that:5, 6 = Go, Mu -> Gomu = Gum -> we get a mention of Gum.

SO... LET'S DIVE IN!

5,600,000,000 = (1) 五十六億 = go jū roku okuWhich can be written as: (2) 五重六奥 - and has two simple translations, being:5 extreme 6 back; 5 serious injury 6 back.

What we get from that:

-> When Gear 5 is pushed to the extreme... and/or gets seriously injured.

-> Back as an adverb means: a return to an earlier or normal condition.

Now, taking a reading of the 4th character of (2), namely 奥, from the Jisho dictionary, we get:

奥の手

1. ace up one's sleeve; trump card; last resort​.

2. secret skills; secret; mystery.

All of the above, imply the existence of a last resort to an extreme situation:

And ever since chapter 1044 we know that at the very least zoan devil fruits have a will of their own...

For example: Luffy trying to fight Black Beard... the man who can negate the powers of devil fruit users and make it as if they were normal humans.

Yami Yami no Mi [Chapter 441, I recommend rereading, or skimming through]

He is probably one of the last enemies Luffy will face.

And against Black Beard, Luffy's devil fruit will... become useless. Yes, even Gear 5 will still get sucked in by darkness.

Here's when... Luffy with his creativity will come up with this... and use his ace up his sleeve, his trump card, his last resort...

let's go back to the bounty!!!! BECAUSE ODA IS THAT GUY!

Because he is letting us know how the ability works with readings of the bounty.

Let's remember: 5,600,000,000 = (1) 五十六億 = go jū roku oku

And let's take a look at the following readings:[you are free to look them up in the links I'll leave at the end]

五 (go) <-> ご (go) <-> 後 (go); we take the reading of this last kanji as "go"

十 (tō) <-> とお (tō) <-> 茂 (tō); we take the reading of this last kanji as "shigeru"

六 (ryū) <-> りゅう(ryū) <-> 流(ryū); we take the reading of this last kanji as "ryū"

億 (o) <-> お (o); and we take the reading as "o"

All in all, we get:

(3) 後茂 流 お = Go Shigeru-ryū o; which translates to GOMO STYLE.

OR...

Let's start with what Gomo is:

Gomo:= is one of the segments or slices of certain fruits.(botany) A sprout of a leaf or flower; bud.

Let's remember that: In Wano Country, Busoshoku (Armament haki) is known as Ryuo(流桜 Ryūō, literally meaning "Flowing Sakura"), founded on the concept of inner flow.

How Luffy uses ryuo is equivalent to what we call advanced armament haki, in other words, the flow/emission of haki [CHAPTER 940, onwards]

In particular, Gomo ryuo is reffering to the use of a part of the fruits haki which lays dormant, and let it flow along with Luffy's own haki, to get a massive amount of it.

And Gomo is too a pun on Gomu, which Oda will definitely use to make it so this technique that Luffy uses is called Gomu-Ryuo, in which again, he lets the haki of his fruit (which he still calls the Gomu Gomu no Mi) flow from within alongside his own haki, and slowly but surely reversing his body to that of a normal human.

And eventually, Black Beards fruit won't have an effect on Luffy, and Black Beard will lose his main advantage over him.

So not only will Luffy gain a massive haki boost, he'll also stop being affected by as of now, one of Black Beard's strongest abilities.
